Julia Shamini Chase, FICA, LL.M, LLB, LEC

Julia Shamini Chase serves as a Commissioner of the British Virgin Islands (BVI) Telecommunications and Regulatory Commission. Additionally, she holds the role of Founder and Chief Executive Officer at Gold Leaf Consulting Limited, a legal services firm specialising in commercial and financial regulatory law and compliance, situated in the BVI.

Born in Saint Lucia, Shamini is a qualified attorney-at-law with a Master of Laws (LL.M.) in International Banking and Finance Law from the University of London. She is widely recognized and respected as a regulatory lawyer and compliance specialist within the BVI. Furthermore, she holds the esteemed designation of a fellow of the International Compliance Association.

Shamini serves as Regulatory Counsel and a Compliance Consultant for some of the world’s largest FinTech firms, locally licensed and regulated financial institutions, trust and company management service providers including their overseas head offices, and ultra-high net worth individuals. She also demonstrates her commitment to the community by actively mentoring and is currently developing a robust corporate sponsorship and internship program aimed at supporting aspiring individuals entering the BVI compliance and regulatory industry.
